why can you OVER qualify?

yes, you can over qualify
but you need to earn points like at any regional competition and once you earn enough points you may enter.

At many higher rated horse shows, Maclay classes r held. Points r won for winning first through fourth place. The table in the document that ur link explains the amount of points given out for each place (which varies depending on how many participants r in each class). It also provides u with the number of points needed to qualify depending on what state u live in.
The part at the bottom is saying that if u reach 60 points (which is the qualifying number for many states), u r not allowed to show in any more Maclay classes at horse shows for that year. It also is saying that if live in a state that requires fewer than 60 points to qualify then u can still show in Maclay classes after you've qualified, but still need to stop at 60. :)
